How to apply
You will need to provide:
- proof of identity
- proof of address
- a recent digital photo showing your head and shoulders
- your national insurance number, if you have one
- contact details including phone number, email and postal address

What happens next
After you have submitted your application form, we will contact you within 10 days to provide an update on your application.
The application process can take up to 12 weeks.
If your application is successful there is a £10 administration fee. The fee applies to all new, renewal or replacement applications.

Getting a refund for a Blue Badge
If your application is refused, and you have paid online, your refund will be issued automatically. You won’t have to request one. You may be refunded because you paid:
- for an application that was refused
- in error
When you contact us, include your:
- name
- email address
- home address
- telephone number
- reason for refund
- details on how you made the payment (online or phone)
- proof of payment
- payment reference or authorisation code
- date of payment
The refund can take up to 5 working days to appear on your account.
Appeals Procedure
If your application is refused, you have the right to appeal the decision and request a review. You have to submit your appeal within 28 days upon receiving the refusal decision. Any appeals received after the 28 days will be rejected. Your appeal must include a covering letter detailing the reason for the appeal and new supporting evidence that was not presented with the original application.
Your appeal will be reviewed by the Appeals Panel. A decision will be reached and communicated within 21 days of the appeal being received by the department.
