Challenging moving traffic Penalty Charge Notices (PCNs)

There is 1 stage when you can challenge a moving traffic PCN. This is called a formal challenge.

You can start a formal challenge at challenging a PCN and follow the guidance there.

Formal challenge

To challenge a moving traffic PCN, you must make a formal challenge. You can do this within 28 days from the date the PCN is received.

If you challenge the PCN we’ll put your case on hold while we investigate, and the fee will not increase during this time.

What happens if my formal challenge is rejected

You can make an appeal through an independent tribunal. If a formal challenge is rejected, you can appeal the decision using a verification code provided in your formal rejection letter.
